On 12 April, a specialized conference was held in Brno on “The Transport Infrastructure and the Financial Crisis. Is PPP a solution?” The conference was a platform for exchanging what were sometimes very differing opinions expressed by representatives of the government, municipalities as well as private companies on the transport super concept and the financing of the development and maintenance of the transport infrastructure as well as on the future of PPP projects in our country.
The conference was organised by the Regional Chamber of Commerce for South Moravia and the Association of Building Entrepreneurs of the Czech Republic in cooperation with Veletrhy Brno, a.s. The general partner was OHL ŽS a.s.
Presentations at the conference were given by the President of the Association of Building Entrepreneurs of the Czech Republic, Václav Matyáš, Permanent Secretary of the Minister of Transport of the CR, Petr Sedláček, the 1st Deputy Prime Minister and the Minister of Transport, Construction and Regional Development of the Slovak Republic, Ján Figeľ, Denis Biedermann, Director of the Financial Management Department of the State Fund for Transport Infrastructure, a member of the Government’s National Economic Council, Petr Zahradník, Deputy Vice-Chancellor of the Czech Technical University, Petr Moos, CEO of the PPP Association, Vladimír Sloup, Deputy President of the South Bohemia Region, Martin Kuba, Deputy President of the Vysočina Region, Libor Joukl, Chairman of the Board of Directors of the DOL Association, Jaroslav Kubec, the Head of the Office for Strategy of the City of Brno, Marie Zezůlková, and many others.
Michal Štefl, Chairman of the Regional Chamber of Commerce of South Moravia, Chairman of the Board of Directors and CEO of OHL ŽS, a.s. outlined in his presentation his experiences with specific concession projects of the OHL Group abroad as well as clear recommendations on how to finance transport infrastructure in our country in the short-term and long-term horizon. “It is short-sighted to terminate unfinished projects; on the contrary, they need to be completed. In the case of new projects, savings may be achieved for example by applying the “Design & Build” concept, i.e. by engaging companies to prepare constructions in a timely manner,” said Michal Štefl.
